President Donald Trump announced he would halt the issuance of green cards for the next two months in the wake of economic slowdown due to the global pandemic. President Trump also hinted at the possibility of additional restrictions that could complicate planning for businesses and workers looking to rebound from the pandemic, as reported by Bloomberg. However, the limited scope and time frame seemed designed to reassure workers across the country worried that dramatic changes to immigration laws could upend already fragile plans to return as the country lifts stay at home orders gradually.

In a press briefing, US President Donald Trump said,

“It would be wrong and unjust for Americans laid off by the virus to be replaced by new immigrant labor flown in from abroad.”

He added that they must take care of American workers first. The President also confirmed that he was considering a second, more restrictive executive order, further reducing immigration into the United States.

Certain exemptions would be allowed in the executive order.

President Trump tweeted late on Monday that the executive order was still being drafted, but it would only be in effect for 60 days and apply to individuals seeking green cards. He further informed that “certain exemptions” would be allowed in the executive order, which he said would be signed, “most likely” by Wednesday. Trump also said that there would be specific provisions exempting agricultural work and that the administration would make it even easier for farms to hire migrant workers.

An early draft of the executive order included exceptions for people seeking jobs in the food production and directly helping to protect the supply chain, which could apply to farmworkers. As reported by Bloomberg, the ban would also not apply to health care or medical research professionals. Earlier, the US President had suspended funding to the World Health Organisation in the middle of the pandemic.
